Every integration reduces primary pop happiness by 4%, which ripples out to character loyalty, and from there moves to provinces loyalty, pop output, and more. All cultures you integrate should eventually be dumped after the frontline moves, religious conversion is completed, better cultures are integrated in their place, etc. That said, you shouldn't keep them integrated forever. Any with >250 pops early on, or >500 pops after the first 50 years are good candidates. You should be integrating any new major cultures that are close to your frontlines. Integration vs assimilation isn't a fire-and-forget choice that you make once for a given culture and then forget about. Sometimes integrating may or may not be good from a gameplay perspective but I judge it on whether it feels 'right'. I should note, though, that roleplay affects it a lot for me too. Only the last one is really important now but the other three were massively important in early game. In my current Sparta run I'm roughly at 'Byzantine Empire in 1118' borders and I integrated Cretan, Epirote, Aetolian and Macedonian. If I have more limited goals, like Kush->Egypt or 'unify Greece' I will integrate nearby cultures. But to your question, I don't think it's worth it to integrate your fellow Italians as Rome. So I don't integrate anyone at any point, though I have tried Punic and Macedonian in an earlier Rome run.

This has been the case in my 2.0 run as well. By mid game the Roman population of Italy and all that I've assimilated so far is more than enough to fuel the Roman war machine.

When I'm playing as Rome I'm going to go for historical borders, and in that context integrating individual cultures just isn't worth it to me since I'm going to expand at a very rapid pace and any individual culture will be a tiny minority. My strategy on cultures depends on my goals in that particular campaign.
